Human Services in Victoria (HSV) Scheme

The scheme was developed by the Victorian government Department of Health and Human Services (DHHS) and JAS-ANZ after reviewing some of the human services schemes used in other jurisdictions. This has provided an opportunity to improve audit efficiencies and reliability by standardising requirements to the greatest extent possible. The scheme ensures that providers of disability services develop management systems designed to improve the quality of services and achieve better outcomes for people with disability.

The scheme is based on the Department of Human Services Standards (DHSS). The DHSS represent a single set of service quality standards for department-funded service providers and department-managed services. The DHSS comprise the department’s four service delivery standards and the governance and management standards of a department-endorsed independent review body. The DHSS and the independent review process seek to ensure that people experience the same quality of service no matter which service provider they access.

Applicant CABs will need to comply with HSV Scheme (HS Scheme Part 4) – Additional requirements for bodies certifying Human Services in Victoria. Applicants also need to comply with Human Services Scheme Part 1, Common requirements for bodies certifying Human Services as the HSV Scheme calls up Part 1. As this is a product scheme, applicants also need to comply with ISO/IEC 17065:2012 – Conformity assessment - Requirements for bodies certifying products, processes and services.


  • Assure the community that service providers are providing services that meet clients’ needs.
  • Embed and promote rights for people accessing services.
  • Foster a culture of continuous quality improvement that is embedded in everyday practice and supports the meaningful participation of people in giving feedback about the services they require and the quality of services they receive.
