OHSMS Scheme for Class A Asbestos Removal (CAAR) in New Zealand

Working with asbestos in New Zealand is generally prohibited by the Health and Safety at Work (Asbestos) Regulations 2016.  There are exceptions for asbestos related activities permitted by the Asbestos Regulations.  Working with asbestos should be performed in a manner that is at least as safe and effective as the practices described in the WorkSafe New Zealand Approved Code of Practice (ACOP) - Management and Removal of Asbestos.

WorkSafe New Zealand engaged JAS-ANZ to facilitate the development of an Occupational Health and Safety Management Systems (OHSMS) Scheme and standard for the audit and certification of organisations offering removal of Class A (friable) asbestos in New Zealand.


  • No duplication of requirements - The WorkSafe New Zealand OHSMS requirements for Class A asbestos removal have been written to align with but not to duplicate the clauses of OHSAS 18001, Occupational health and safety management systems – Requirements, which is also compatible with AS/NZS 4801:2001, Occupational health and safety management systems – Specification with guidance for use.
  • Consolidation of requirements – The OHSMS requirements for Class A asbestos removal consolidate the dispersed regulatory requirements and codes of practice.  PCBUs can have increased confidence in Class A asbestos removalists that are certified to OHSAS 18001 or AS/NZS 4801 and the WorkSafe New Zealand OHSMS requirements for Class A asbestos removal.

In addition to ISO/IEC 17021-1, Requirements for bodies providing audit and certification of management systems, applicant CABs will need to comply with the OHSMS scheme for Class A asbestos removal in New Zealand.
