Inspection and verification of HACCP based Food Safety Programs

New Zealand food businesses are required to operate under the Food Hygiene Regulations 1974 or adopt a Food Safety Program (FSP), under the provisions of the Food Act 1981. Food businesses operating under an FSP adopt a risk-based approach to food safety, identifying any hazards relating to the business and developing systems to manage or eliminate those hazards.

FSP auditors are approved by the New Zealand Ministry for Primary Industries (MPI) and have knowledge, experience, skills and training in auditing. Codes of practice, templates and plans are specific to food sectors and are available from MPI.

As an inspection scheme, applicant CABs will need to comply with ISO/IEC 17020:2012 – Conformity assessment – Requirements for the operation of various types of bodies performing inspection. Applicants will then have to have their auditors to be used in the scheme apply to, and be approved by, MPI.

Benefits

  • Because the FSP is tailored specifically to the business, organisations have more control over the day-to-day operation of the business.
  • Operation under an FSP exempts the business from the Food Hygiene Regulations.
  • Provides a cost-effective mechanism to satisfy regulatory requirements and a framework to adopt industry best practices for food businesses.
